In addition, liuzza authored the board of trade's official broiler contract trading manual for publication.As a member of the Louisiana State Workforce Development Commission, Liuzza mediated differences between the state's Department of Labor and the Department of Welfare for them to jointly file Louisiana's application for President Bill Clinton's welfare-to-work grants. Louisiana was the first state to file and receive its grant of $25,000,000.
